Study permit holders who do not enrol in public postsecondary education: StatCan 


Youjin Choi and Feng Hou of Statistics Canada have published a report on postsecondary study permit holders (SPHs) who did not enrol in a public postsecondary program. Choi and Hou note that, in 2019, an estimated 24.2% of SPHs were not enrolled in public postsecondary. The study found that these non-enrolled SPHs are over-represented among those who intended to study in British Columbia, and that the majority have come from India and/or have arrived in Canada within the previous two years. The authors note that non-enrolled SPHs may be enrolled in private postsecondary education or engaging in work activities and call for further research into this group.
